No more storms from abandoned neighbours

When the Black Tide takes an abandoned island in waters where another Governor still plays, it now sends a raider instead of a warband. A raider may come for your lumen, but it brings no storm. When a warband’s storm does come, the notice tells you what drew it: a church built or enlarged in those waters, or the Tide’s own advance.
